Unlike other airlines, Singapore Airlines only allows Economy Class passengers to upgrade to Business Class on flights where Premium Economy is not available. You can upgrade to Business Class on a Singapore Airlines aircraft at the airport if you meet the requirements of the airline's Upgrade Policy. An upgrade to business or premium economy class is automatically included in the price of your Singapore Airlines flight ticket, provided there are seats available.
